
SECURITY/LOSS PREVENTION PROGRAMME AND PROCEDURE
SECURITY PLAN
1.0 Introduction
NETSACH LIMITED Security Policy seeks to safeguard the security of employees, clients; other persons connected with the company or Contractor activities, and to ensure the maximisation of Loss Prevention of Company, Client and Contractor properties.
NETSACH LIMITED recognises the existence of a potential security threat arising from lawlessness and civil unrest especially within the Project area. The nature of the threat is one of personal injury, theft and damage to property. However, NETSACH LIMITED Management is committed to ensuring a Safe and Secure Environment for all operations.
This Security Plan therefore has been produced to provide guidelines, which when activated in a security emergency, are intended to safeguard lives and property.
The Project Community Affairs Plan should be read in conjunction with this Security Plan by key persons in the Security Organisation, as well as the Community Affairs Officer. This provides guidelines on the prevention of community disturbances. The content of this plan shall be made known to all Management personnel, particularly those with key roles in the Security Organisation.
This Security Plan has been established in recognition of Nigerian Legislation.
2.0 Identified Items of Potential Hazards To The Security Of Personnel and Property.
This plan recognises and provides clear guidelines for the following classes of security emergency scenarios, which have been identified to be of potential hazard to the security of personnel and equipment. They are however not exhaustive and shall be updated during the various stages of the Work.
1. Armed robbery.
2. Industrial Action by Company/Contractor Workers.
3. Industrial Action by Company’s Community workers.
4. General Industrial Action by Company, Sub Contractor and Community Workers.
5. Outbreak of Hostilities (Civil Unrest).
6. Kidnap of Personnel.
7. Hijack of vehicles on transit.
8. Attack on the camp/office site(yard).
9. Community disturbance.
10. Normal situation, Personal Security etc.
3.0 Security Objectives
A high level of security shall be maintained at site. The major highlight shall be to achieve low threat level, prevent robbery attack and avoid or prepare for theft incidents.
1. Security Organisation
The overall direction and control of the security department is vested in the HSE Manager. In the fabrication yards, Workshops and Sites, NETSACH LIMITED shall contract the services of Registered Security Companies to provide security for personnel and property.
On the worksites, the services of the Host Community indigenes shall be sought. This will help boost sound Community Relations. A typical Security Organ gram is shown below. The complete Security Organ gram shall be developed upon mobilisation.
